With DFID’s support through ESP (2012-2013 and in 2013-2014)

In the two periods, ESP supported the Platform to implement activities in the SAGE districts and at national level. Key achievements included generation, sharing, and engagement with information on social protection to create awareness and influence policy action with Ministry of Finance Planning and Economic Development, and the Parliament of Uganda. Specific achievements (selected) were:

  1. Writing a formal letter to the Minister of Finance Planning and Economic Development requesting the government of Uganda to fulfil its commitments towards financing social protection.
  2. Presentation of a petition to the Speaker of the Parliament with 1500 signatures of older persons from various regions of Uganda, calling upon the government to publish a plan with clear timeframe for rolling out the SAGE program for all districts; and allocate resources to fund the national roll-out of SAGE program to all the districts. This also involved coaching and mobilisation of Older Persons Associations (OPAs) to demand for the roll-out of senior citizen grants.
  3. Media engagements: trained journalists in social protection meaning, current trends and importance; published supplements; and held local and national radio and TV talk shows to raise awareness among the general community and cause them to demand for social protection. Key topics were calling on governments to fulfil its commitment to finance social protection (in 2013) and to agree to a national roll-out of the Senior Citizens’ Grant (in 2014).
  4. Held dialogue meetings with political leaders at local government levels to encourage them to include social protection as a core need in the village, sub county, and district plans of subsequent years.
  5. Held national level dialogues with the Uganda Local Government Association (ULGA) on and the National Association of Local Government Councillors (NALCA) on the issue of including social protection as a core need in local government plans and budgets.
